[Bug 710] lists.openmoko.org SMTP server not acking mail promptly; retries appear as duplicate messages

Changed the platform and OS to ALL and the severity to major since it seems to
be impacting many subscribers to the list server.

Also, this problem was (and is currently being) discussed in the "Duplicate
message troubleshooting" thread on community at lists.openmoko.org.  In this
thread, Jeff Rush published the same diagnosis using the manual telnet process.
