 sdhilion's userspace charger-kicking workaround is great -- but that's all
 it is.  In the PMU, charging is completely autonomous and we need to work
 with that.  The worse case is we use constant current to always juice the
 battery.

 The reporter only shows decrease down to 97%, Balaji or lindi, please try
 to measure the capacity at which it bounces and starts charging again at
 4.2V level and see what the problem actually looks like.  It's clear from
 charger enable still being set that this is no longer the original issue
 that this bug was opened for: we can expect it to start charging again at
 some point... which point in terms of capacity is the big question.
