 Steps:
 1) launch splinter
 2) 'gps is off' message is launched simultaneously with application

 Expected:
 1) launch splinter
 2) allow splinter screen to set-up first
 3) then drop 'gps is off' message

 This ticket is about the timing of when this alert should come down.
 Alert message should come after 1 sec AFTER the launch of an application.
 Let the application set up first.
