 description : Tag still show if re-open location after deleted.

 step : 1. go to location
        2. Touch list on the bottom menu
        3. try to delete tags
        4. closed location
        5. open location
        6. check the list

 current result : after step 6. tag still shows again.
 expected result : it should be deleted.
