Connect self-powered USB storage devices?

As one datapoint, the Belkin Tetrahub I have will not recognise a
powerless (VCC=0V) host.
It will stay connected to a host that has VCC fall to 0V.
(I have a Cardbus USB adaptor, that needs a USB fly-lead for power)
