Shipment of phones

I understood that the european distrubution was from phase 2 onwards
(I.E. september 2007).
If I want to buy the neo1973 as a developer in phase1, then I have to
order it in Taiwan and pay the customs duties etc. In order not to be
surprised, I just wanted to know ...
