It may be a small consolation, but in theory you can get a refund from the 
laptop vendor if you refuse the Windows EULA and complain enough. There's a 
clause in the license itself about it, so the same idiot rules force vendors 
to include windows should also force them to refund it. This should help:

I also recall hearing something about Thinkpads either pre-installed with 
Linux, or just without Windows, but I've no idea when or where that was :/ .
