Phone for the blind

Is there a text to speech feature planned. I ask this cause a while  
back a friend of mine
who works with the blind, was looking out for phone to for his  
students (who are blind)
He has already started teaching them to program with emacs-speak.  
Which I think is
kinda cool. Would be fun if they could tweak with these phones.
