[UK] Import Duty

Guys,
I've just been on the HMRC website (http://customs.hmrc.gov.uk/channelsPortalWebApp/channelsPortalWebApp.portal?_nfpb=true&_pageLabel=pageTravel_ShowContent&id=HMCE_PROD_009989&propertyType=document)
and have found the following information:

ITEM          |Excise Duty|Standard Duty|VAT Rate|

Mobile phones | Free      | Free        | Standard Rate |

Does this mean that for a neo1973 Base ~184GBP on delivery I'll have to pay another 32.20GBP?
