No, it's not.
A tiny fraction of the UK is available for free at openstreetmap.co.uk.
There are a few dozen highly mapped areas, but the rest is from sparse 
to damn-near-nonexistant.
My local city of 140K had one road.
My local town of 40K was entirely absent.
