Basically - AIUI - there need to be custom drivers to vary the voltage 
and frequency of the CPU, to enable slow-mode, and to turn on and off 
various chip modules.

Then, the hard part of getting it to resume from 'sleep' - which is the 
CPU completely off, and suspended to RAM in under a second or so.

NO_HZ at this stage would do little. The CPU uses almost the same power 
when running flat out as when idle, but not in idle-mode.
