That kind of thing usually happens with periodic background tasks such as  
synchronization, checking for updates and other stuff like this. Showing  
what it's going to cost doesn't help in these cases. Your roaming status,  
time of day etc should affect the _appropriateness_ of doing, say, an  
email check, probably based on user preferences (e.g. a user might  
consider mail so important that it should be checked even in roaming, but  
software updates surely can wait).
