Usually that can be done, by using common Hayes-AT commands via GSM-modem's 
serial connection. At least that's the way doing it with last century 6250 
Nokia via /dev/ircom. The GSM provider emulates the modem at POTS-gateway. 
However you will get 9600baud (or 14400?) at max, which sucks in my opinion
