[ASU 2008.9] Is it required to reflash, or opkg update & upgrade is enough?

I'm not sure I trust that line of logic enough...
Is there a way to check if we have the latest?
If the opkg feeds have not changed, then it is logical that 
updated2008.8 = 2008.9 ...
