Support in Openmoko for Partial Array Self Refresh

Half the memory (the half in the CPU module) has PASR, the other half
(externally connected by memory bus) doesn't seem to.
Here's the half that has it:
Unfortunately both halves share the same power supply, so it won't
really save you any power.
