PISI 0.4 released

Hi Robin,

I remember that I have heart somebody reporting similar problems.

I am not absolutely sure, but I think, he got around this by removing opkg.org from the repository list and installing PISI manually (using the link on opkg.org).

Long-term I have to establish a proper numbering for all the dependency packages ...
