After some more testing, it seems that my problem came from the
NO_NEW_FAIR_SLEEPERS trick.

Removing the debug fs and the "echo NO_NEW_FAIR_SLEEPERS >
/sys/kernel/debug/sched_features" bring the pin dialog back.
