[SHR] create opkg-packages

I think the handhelds.org site is terribly out of date.
I think the script Joseph provided is probably fine - but it looks like the
more up-to-date versions can be found at
http://www.handhelds.org/download/packages/ipkg-utils/ - instead of the ftp
link that is mentioned on the handhelds.org site...
