Shouldn't it be possible to reboot the GSM modem?
As described on the flashing page:

Power off the modem:

Then power it on again:
root at om-gta02:~# s3c24xx-gpio b7=1

The framework should be able to detect a battery hotswap and just
force a modem reboot IMHO.
Even better maybe to say 'I want to swap the battery' and power off
the modem before removing the battery.
