GPS: CFG-PRT, port #3 is enabled by default, power consumption?

Also, note that both NEMA and UBX binary are enabled on port #4 -- in and
out protocols.
GPS receiver continue sending messages to a port on which NEMA is enabled. 
Is this true when the port is not assigned a serial port device (say,
/dev/ttySACx)?
