[Neovento-5.4] angle brackets I have, but apt-get did not.

The angle brackets were already in actually. Try the "123" button. 

Concerning the apt-get problem, maybe you should try another mirror.

I recommend also to use the latest 5.6 image, as it was apt-get upgraded
just yesterday.

gpe-taskmanager is in and on AUX button (press >1sec)
Fingertier is in.
lxpanels are backgrounded.
