Yes, tangoGPS works now.

The path in /opt/qtmoko/bin/gps-poweron.sh is
/sys/devices/platform/gta02-pm-gps.0/power_on

This file does exist and is 0. If I manually "echo 1" it, and then cat
it, it is still 0. Something automatically changes it back to 0.
