[Om2008.9] problem w/ sending SMS to +58414... (Venezuela)

Hello,

I've no problems w/ sending SMS to my friends, with one single exeption:
When I send a short message to a number mentioned in the Subject: in
Venezuela, it does not go out. I finally managed to collect the AT
chatting of the FR with its modem device into /var/log/messages.
Here it goes:

As you see the "qpe" sends the message down to the mode (even if I don't
understand fully the encoding, I can see that the part overwritten with
xxxxxxxx is the number of the mobile, paire-wise swaped every two
digits, i..e. '85' where the country code is '58'). The modem does not
respond with 'OK' to the command and there is no further dialog at all
with the modem, not even the "AT+CSQ" queries. 

What could be the problem with this? Thanks in advance
