[FSO] GSM LAC Cell ID of surrounding networks

Hi,

so far using the DBus API for reading current GSM LAC and Cell ID I am 
connect to works.

* is it possible to see LAC and Cell IDs of *all* signals I see?

if not
* is it possible to see the LAC and Cell IDs of all the signals I see, 
which belong to the network I am connected to?
