opkg not installed properly with toolchain?

Hi, I'm trying to get the Openmoko Toolchain installed, following the wiki.

I got hung up at this step:

I have opkg installed, but when I try to run it, with any argument, I get

Collected errors:
  * Could not obtain administrative lock

I notice that
/usr/lib/opkg/lock
does not exist.

What is the work around for this?

I'm running Ubuntu 8.04.1
