You may try define the list of locales in GLIBC_GENERATE_LOCALES
variable in your fso-milestone5/conf/local.conf without es_NI locale,
for example:

GLIBC_GENERATE_LOCALES = "en_US.UTF-8 ru_RU.UTF-8"
