Bluetooth (bluez4) and bluetooth serial port

I have read it,but it is not explained properly (in a step by step
fashion).Also PAND or PANU is confusing (is it there in BLuez4).How does one
install PAND or PANU(if it is required either for pairing on Ubuntu or
WIndows Xp).
