yes. Because -D without -R doesn't reset back into runtime mode, but
remains in DFU mode.

Yes, somebody with detailed knowledge about the MacOS USB driver model
would have to investigate how one can get this exclusive access in order
to send the device reset.

In fact, this actually might even be something that should be put in
the official libusb tree, rather than dfu-util itself.
