Is GSM a blackbox in OpenMoko

This would be correct, and the only way many (most?) national
governments would have it.

It would be a gross understatement as it is a complete operating system
which has many useful uses, some completely unrelated to the phone
subsystem. However, one of the things it does is indeed providing a user
interface to utilize a GSM modem, thus making the whole a "phone".
