I don't have any opinion about whether that actually is the source of
the problem, but one possibly important hint I found when meddling with
DM2 image, which now comes up through initscripts too, I got radically
better performance when I took care to delete /etc/resolv.conf if I
didn't have a working network link to the nameserver.  Just an
additional angle on it.
