Propositions on categories

Hi guys,

    I would like to make the following changes to the top-level category 
structure:

1. Promote "Applications" and "Distributions" to top-level categories

2. Create an "Intended Audience" top level category. Move into it 
# Advanced End User
# Application Developer
# Basic End User
# System Developers

3. Can we ask the bot to unpopulate the "Documentation" category please ?
