Because it embeds Template:App which has a __NOTOC__ in it.
It's time to kill that template.

You have edited the"Developer guide". This page seems to be a recent clone
of:
http://wiki.openmoko.org/wiki/Openmoko_developer_guide

which seems to have been actually the "real" page. I am afraid that the
right thing to do is to port your changes to the original page and tag the
clone for delete to avoid further confusion.
