why power off the phone during gsmd start?

Hi,
I don't see the use of having the GSM chipset powered up with CFUN=0, so
I assume that the "power off the phone" command during gsmd init is just
to get reproducible starting conditions.
As on my device the GSM chip is only powered on when gsmd opens the tty,
I already have them and powering on, off and on again the phone only
adds needless delay to gsmd/dialer startup. Could we put the AT+CFUN=0
into vendor modules where needed?
