[patch] network_oper_n_cb support broken/extended COPS

My Option GTM378 modem answers AT+COPS? command with not standard 
answer: +COPS: 0,0,"OMNITEL LT",2
Notice the ",2" in the end. This patch adds support for this "extended" 
answer in network_oper_n_cb function.
