GSM modem doesn't power off when Neo does

My lack of committing the proposed extra script is the gut feeling that it's 
not solved at the right point. A userspace GSM 07.10 MUXer is soon 
forthcoming and I will equip this with an interface to turn on/off the GSM 
modem.

If you have a working interrim solution to improve the life of existing users, 
I'll be glad to apply this instantaneously.
