Yes, they're about as open as one could realistically wish for.

The biggest problem I see with Telit is the size of their modules.
Even the GSM (2G) module is fairly large and their 3G module would
be very big for a phone, with 36.2-45 x 30 x 4.8 mm. You could fit
it into a GTA02-sized case, but only with some difficulties.

Yes, the aim is to keep the number of changes low. Of course, for
a real product, you'd want a new case. But making that costs time
and a not inconsiderable amount of money.

Alas, it seems that nobody picked up the challenge of making
alternative cases for the GTA02. There's been some talk about it,
but then nothing else seems to have happened. A group that had
the experience necessary to make a prototype replacement case for
the GTA02 would also be in a good position to make cases for
other form factors.

(Prototype means that you don't need mass-production tooling, that
you can allow for some amount of manual work, eliminating the need
for fancy machinery to cut that extra hole ordinary tools can't
reach, and that you can choose materials you can machine
conveniently, e.g., wax vs. steel.)
