[gta02-core] Location of the ECNs

Horst asked in a private mail where our ECNs are located. I replied,
but one of the spam filters on the way didn't like me:

Anyway, there may be others who find this useful. The ECNs live here:

The file README describes format and lifecycle, and STATUS records
how far we're with processing them.
