This is in a lot of cases a faulty assumtion.

Depending on the internal setup of the  IO pins the chip is fed
via the protective diodes on each IO.

This will lead to very inpredictable behaviour when powering back on.

With some ICs even the dedicated reset pin is not able to do
a proper reset due to internal lockup.
