I have tried the instructions for building applications using the local
overlay and it seems to work well enough for me. I haven't tried building an
entire image, because for my purpose scp'ing the application to phone is
good enough.

I don't know whether this is the right or wrong way, but like you said, in
absence of anything better, this is what I plan to use.
