Toolchain Update?

Hi,

The toolchains Michael Shiloh has referenced in his "Getting Started"
guide are very old. Is there any possibility these could be updated?

I would also have liked to use a toolchain, but unfortunately the
toolchain build process is currently broken (has been for some time it
seems), so I cannot even build one myself.

Who is responsible for the toolchain and/or who could fix it?
