I'm very interested in this topic...

But... just to throw sand in the gears (expression just invented by me ;) ):

For some operators (at least one in France), I'm being said that the CellIds
are not unique over a country. This could be annoying if the BTS do not send
their position... E2 is doing it, but what about others?
