It is happening with wpa_cli. I basically get a message:

ar6000_ioctl_giwscan(): data length 0

I think it is an wext issue. with wpa_supplicant support.

Yes, it would appear that iwlist is working. I'll need to see what it is 
doing differently.

OK, so it is probably something in the wext layer?
