export CROSS_COMPILE=../../cross/bin/arm-angstrom-linux-gnueabi-

is still my random local path (groan I will change this).  You probably want

export CROSS_COMPILE=/usr/local/openmoko/arm/bin/arm-angstrom-linux-gnueabi-

But because of the error "cannot execute binary file", I wonder if you
downloaded the right toolchain.  It comes in x86_64 and i386 builds and
must match the arch of your build host.
