Garbage collect thread failure -> panic

Hi folks -
Currently I am booting into init=/bin/sh. About half the time this ends
with a panic, and there seems to be a relationship between a failure to
fork the JFFS2 garbage collection thread and death.
Here's the latter part of a good boot
