It enables/tristates the TX/RX lines on the debug board. On GTA01,
we had to share a UART between GSM and the console, and this was
controlled by nGSM_EN.

On GTA02, we don't need any such contortions, but we still need to
signal the debug board that it's allowed to talk. (Of course, we
might as well just pull that line high, without even involving a
GPIO.)
