LCM resume status

Hi folks -

Today I worked on the LCM resume issue since I saw that Matt is diverted
to the GSM power issue.

I am able to get it to resume and show video, but currently it shows to
probability-based failure modes:

 - the video can be disrupted by a kind of dynamic "black snow".  Once
this mode is entered it is sticky and a reset only will clear it.  It is
not clear if it comes from Glamo or LCM.

 - in one example after 8 or so suspends, the CPU dies somewhere along
the line

I will continue to study these two behaviours.
