I think it's okay to have short-lived branches for specific purposes.
The problems I see with branches in general are:

1) you have to apply (and sometimes edit and even test) each patch
   and merge that's important enough several times

2) you have to remember what you did (or still have to do) in each
   branch

For pushing things, your baseline needs to be matched with the
recipient of your patches. I'd say that whether you need a separate
branch for it of not depends on how much that baseline differs from
what you normally have.

Syncing with upstream often is definitely a good idea.
