What are the benefits we hope for when trying to optimize modem-poweron to 
gain a few 100mS? Are they worth adding complexity to code?
Modem init and registration on gsm-net is a rather lengthy process.
Modem powercycling isn't done very frequently, and usually includes some kind 
of user interaction.
