go to Settings->Package Manager. You will need to add the qtopia feed, 
as I havent yet set it up to be the default.

Qtopia can only install qpk's from a web feed. It can be local though.
Qpks are a special variety of old style ipkg that have security 
enhancements, such as not allowing scripts to be run.

opkg cannot properly install these for Qtopia to see/use, as they need 
to be entered into the Qtopia database. Not difficult to do, just opkg 
probably doesn't have sqlite write access right now.

As well, the way Qtoia installs them sandboxed in our SXE configured 
environment (sxe is not configured on the Neo). Qtopia does not put them 
into the base rootfs, but in ~/packages/<md5sum of package>/ and get 
executed from ~/packages/bin/<md5sum of package>_<executible name>
