Hmm, it should power up on its own when you plug in USB. Didn't
it do this ? Maybe try the opposite order: insert battery, connect
USB, then wait and see what happens.
(I'm assuming you're using u-boot. Things are a bit more complicated
with Qi, because as far as I know, the low-power path into and inside
the kernel is still incomplete.)
